Making the river friendly to recreational boaters (cont.)

Now a new effort is afoot to develop a plan for the river and Donofrio argues the Delaware River Basin Commission should be the agency to coordinate a river revival. He argues the commission has the authority under its compact between the four states that share the river...New Jersey, Pennsylvania, Delaware and New York.

The commission says it wants to take a bigger role in coordinating actions state and federal agencies take to enhance the river's resources, but does not want to dictate what states and riverfront communities do along the river.

"It can't happen by itself," Donofrio argues. "It needs someone with vision and foresight, someone with a plan."

Private citizens could play a big role as members of an advisory committee to address issues on the river, for example working to improve boater's access, he said.

The commission could also help steer federal funds into development projects that could enhance the river and coordinate state development of a marina, he said.

"If these issues aren't addressed today, they'll go on and on for the next 20 years without being resolved. I want the the world to discover the Delaware."
